Do these people look like "terrorists" that menace the sovereignty of Burma/Myanmar and credibly threaten to turn the nation into the seat of a new caliphate?

They look like a people that needs basic compassion, assistance, and hope, like the many ethnic peoples of Eastern (and Northern, Southern, and Western) Burma do.
